The theme of the 2004 conference was "Evolving Borders: Regional Integration and State Sovereignty"
The conference included a keynote address by Charles Kegley of hte University of South Carolina.
The conference was comprised of various panels, with paper topics dealing with issues such as defining sovereignty and the role of the state in the European Union, constitution reform and immigration policy, minority issues, enlargment, nationalism and politics of the right, transatlantic relations and the war in Iraq.
